An announcement bar can be placed at the very top or very bottom of a page. The actual module can be placed anywhere on the page, but the bar has only two location options. The placement of the bar is chosen based on convenience to editor AND SEO of the page. The higher the bar is within the content, the more likely that search engines will pick up its content.
